Main aims and objectives of the Association are:

1. To protect the interests and rights of all members of the Association.
2. To arrange for Group Life Insurance for the members in case of accidental/ natural death.
3. To arrange for Medical Group Insurance for treatment of its members.
4. To serve the society at large under the aegis of State Legal Services Authority/ National Legal Services Authority.
5. To create sense of brotherhood, cooperation, mutual harmony love and affection amongst the members of the Association and general public.
6. To take up effective, reasonable and lawful steps for the solution of problems relating to members of the Association and general public.
7. To organise family welfare camps i.e. family welfare educational camps. Human vaccination for children & other programmes related to family welfare activities.
8. To arrange for providing manpower on contractual basis to different government departments, semi government departments and private organizations.
9. To do welfare work for Animals & birds with the help of govt, voluntary organisations & any other sources which will be available at that time i.e. vaccination of small animal and prevention of cruelly to animals, etc.
10. To help the Poor Women/Widows/Orphan Girls/destitute women & their welfare work by giving them small training.
11. To provide shelter to the Poor Women/Widows/Orphan Girls/destitute women.
12. To provide shelter to the Destitute Senior Citizens.
13. To provide shelter to Destitute Children & Disabled Persons
14. To protect the Human right of all Citizens irrespective of their caste, color and creed.
15. To create a sense of brotherhood co-operation, mutual harmony, love and affection amongst the members of the society and also amongst the general public.
16. To create awareness among the poor and weaker sections of society against untouchability and their constitutional rights, right to work for livelihood under law and provides help to be a good citizen of India and to work for the welfare of society and for the country
. 17. To organize blood donation, eye donation and free medical camps for the poorer sections of the society.
18. To render all possible help in case of any natural calamity i.e. earthquake, flash floods, famine or in case of any other emergency.
19. To take up effective but reasonable steps for the eradication of social evils such as dowry system, wastage of money in various functions, Use of drugs and narcotics, Child marriage and labour, etc.
20. To teach music both vocal and instrumental etc. and to provide technical training and Computer education to poor and weaker sections of society.
21. To give financial assistance in the marriage of the girls and schoolings of the wards of the poorer sections of the society.
22. To provide social and economic help to poor needy people.
23. To promote Self Help Groups (SHGs) for their mutual benefits.
24. To establish/open Charitable Schools/Colleges for the benefit of under privileged students and general public.
25. To establish/open Charitable Hospitals for the benefit of general public.
26. To form committees and sub-committees for the fulfillment of the aims and objectives of the Association
5. AIMS AND OBJECTS ANCILLARY TO THE ACHIVEMENT OF MAIN OBJECTS:-
1. To acquire by purchase, donations, gifts or otherwise any movable and/or immovable properties, rights, interest and titles in the interest of the Association and its objects and to manage them.
2. To raise funds for carrying on the activities of the Association.
3. To do all things as are incidental and conducive to the attainment of the above objects or any of them.
6. OTHER IMPORTANT CONDITIONS REQUIRED TO BE FULFILLED UNDER THE SOCIETIES REGISTRATION ACT 1860

i) The income and property of the Association shall be applied solely towards the promotion of the objectives of the Association as set forth in the Memorandum of Association and no portion, thereof, shall be paid or transferred directly or indirectly to the members of the Association.
ii) No members of the body of the Association shall be appointed to any salaried office of the Association, or any office of the Association paid by fees that no remuneration shall be given by the Association to any member of such governing body except repayment of out of the pocket expenses and interest on money lent or spent for the premises/demises of the Association.
iii) The Association by its constitution is required to apply its profits and any other income in promoting its objectives.
iv) If upon the windings up or dissolution of the Association, there remains after realization of its debts and liabilities any property whatsoever the same shall not be paid to or distributed among the members of the Association, but shall be given or transferred to some other institutions having objectives similar to the objectives of the Association to be determined by the members of the Association at or before the time of dissolution.
v) In case of any dispute or litigation etc. the jurisdiction of Chandigarh courts shall be binding on Association.
7. MEMBERSHIP
Persons seeking membership shall agree to abide by the Rules and Regulation of the Association.
8. MEMBERSHIP FEE AND SUBSCRIPTIONS FEE
A) Subject to the provision of Rules, any adult having faith in the aims and objectives, abiding by the rules and regulations of the Association and residing in the area of operation of the Association can become member of the Association provided he/she fulfils all other qualifications and conditions laid down by the Governing body by majority decision. The member will have to pay an Membership fee of Rs.100/- per year. It shall, however, be within the competence of the general body of the association to revise the rates of membership fee as it deemed fit.
B) All the applications for membership shall have to be approved by the governing body which reserves the right to admit or reject any application without assigning any reason what-so-ever and whose decision shall be final.
C) No person shall be admitted to the membership of the Association within one month preceding the date fixed for any meeting of the general body.
D) Subscription fee of Rs.50/- per month.
9. CONSEQUENCES OF NON PAYMENT OF SUBSCRIPTION FEE.

In case of a member does not pay his subscription fee for three months, he shall be expelled from the membership of the Association.
10. FINES AND FOREFEITURES
In case a member does not pay his subscription fee in time, a fine of Rs.1/- shall be paid for every day of delay. In case a member does not pay his subscription fee for three months, he shall not only be expelled from membership but whatever subscription fee has been paid by him shall stand forfeited. The Governing body shall have the power to waive off the fine.
11. CATEGORIES OF MEMBERS.

There shall be following categories of members of the Association.
i) Governing Body Members

All members who pay membership Rs.100/- annually, shall be designated as Governing Body Member of the Association. They shall have right to Nominate the President.
ii) Executive Members

All members who pay General membership Rs.100/- annually, shall be designated as Executive Body Member of the Association. They shall have right to Elect the Governing Body by Vote.
iii) General Members
All members who pay General membership Rs.100/- annually, shall be designated as General Body Members of the Association. They shall have right to Elect/Nominate the Executive Body.
iv) Honorary Members

Persons of distinction in the field of charitable and religious works would be invited to become Honorary Members of the Association without paying any membership fee. They shall have no right to vote.
12. RESIGNATION/EXPLUSION/VACANY OF MEMBER

A. The general body of the association shall have absolute right to expel any member whose activities are considered detrimental to the aims and objectives of the Association and who is found unfaithful to the association.
B. A member who does not pay his annual subscription within three months after the due date shall be liable to be expelled from the association.
C. No person shall be entitled to become a member of the Association if he/she:-
A) Is of unsound mind.
B) Has been convicted by a court of law for an offence involving moral turpitude within 7 years preceding the date of a admission as member, and
C) A person shall cease to be a member of the Association in the case of:
1) His/her death.
2) Attaining any of the disqualifications as described above.
3) Remains absent from 3 meetings of the Association continuously without any sufficient cause.
13. RE – ADMISSION
A member who has been expelled or terminated shall be eligible for re admission to the membership on account of clearing his/her dues only with the consent of the President and the Governing Body.
14. GENERAL BODY

A) Powers of General body, all the members enrolled as a member of the Association shall form a General body of the association and every member duly enrolled as member shall enjoy all rights and privileges assured by the constitution of the Association and the rules framed hereafter provided he/she has not any kind of arrears of his/her behalf.
B) The general body shall be competent to transact the following business at the general meeting:
a) To elect governing body and executive body of the Association.
b) Supreme Authority of “PARA LEGAL VOLUNTEERS WELFARE ASSOCIATION” subject to powers and functions assigned by Governing body/ Executive Body any other body functions which the said body is competent to do under the provisions of Rules and Regulations of the Association.
c) Confirmation of the proceedings of last general body meeting.
d) To consider & adoption of annual report, statement of Account of last year.
e) To address audit objections or renewal of accounts.
f) Distribution of prize, gift, profit etc.
g) Approval of budget estimates for ensuring year (coming year).
h) Expulsion of general member or admission of member etc.
i) Any other matter laid before it by governing body or advisory body.
j) To consider amendments to the rules of association.
POWERS AND FUNCTIONS:
i) The general Body shall elect office bearers of the Governing body from amongst its members by secret ballot.
ii) The General body shall receive and adopt the Audited Statement of Accounts and the Annual Report of the Society by 2/3rd majority of the members present and voting.
iii) The General Body shall have the power to enact new Rules amended and rescind any of its existing Rules and Regulations by 2/3rd majority of the members and voting.
iv) The general Body shall have the power to transact such other business may be brought up at its meeting.
MEETINGS OF THE GENERAL BODY
A) Meetings of general body of the association shall be held at least in every calendar year at a suitable place fixed by President of the Association as per advice of Executive Body or Governing Body.
B) At least 15 days clear notice shall be given to each member & it shall be placed on the notice board at Head office of Association or any office which will be suitable to member etc. which indicates date, time and place.
C) The quorum for meeting of G.B. shall be one third (1/3) of the strength of G.B. or 15 members whichever is less.
D) The Chairperson cum President will preside over the general body meeting.
E) There will be no proxy.
F) Special meeting may also be called by the Governing Body.
QUORUM:
Minimum of 3/5 Members at any meeting shall constitute the quorum of the General Body meeting.
15. GOVERNING and EXECUTIVE BODY
Formation:
There shall be a Governing Body of the Association to assure and fulfill the aims and objects and carry out its business and other affairs. The Governing Body would be formed/elected from amongst the members of the General Body
Meeting:
Meeting of the Governing Body shall be convened at least once every month. It may even meet more than once if it deems necessary to carry out the business of the Association. Under normal circumstances a notice of 3 days shall be given to convene a meeting of the Governing Body. However, in case of emergency a short notice of 24 hours can also be issued.
Quorum:
A meeting of 3/5 members present at a meeting would be enough to constitute the quorum of the meeting of the Governing Body.
POWERS AND FUNCTIONS CENTRAL GOVERNING BODY:
I) The Governing Body shall be responsible for the management and administration of all the affairs of the Association.
II) The Governing Body shall work for the achievement or its aims and objects as stated in its Memorandum of Association.
III) The Governing Body shall take all decisions of majority votes.
IV) The Governing Body shall comply with the statutory provisions of the Societies Registration Act, 1860 as well as other laws applicable from time to time.
V) The Governing Body shall have the powers as are the powers of the Association mentioned in its Rules and Regulations.
VI) The Governing Body shall :
a) Prepare plans, projects and programs.
b) Appoint Election Officers, mentioning his/her powers.
c) Maintain and file annual lists.
d) File Balance Sheet.
e) Submit audited accounts.
f) Any other information required by the Registrar of Societies.
g) Maintain quorum in its meeting.
h) Issue relevant notices including elections and dissolution and pass resolutions.
i) Collection admission, subscriptions and other fee as well as donations and special contributions.
j) Hold urgent, monthly meetings and give notices for annual meeting of the General Body.
k) Pursue legal proceedings if any for and against the Association.
l) Purchase and sell immovable and moveable property in the name of the Association, mortgage and lease out the same to raise necessary funds for achieving its objects.
m) To construct and erect, demolish and renovate buildings as required in the interest of the Association.
n) To do all other jobs as are incidental to and in the interest of the Association.
o) To consider the application for membership.
p) To appoint, dismiss and to decide the terms and conditions.
q) To raise loans and deposits and decide the terms and conditions on which they should be accepted.
r) To buy, possess movable and immovable property in the name of association.
s) To acquire in the name of association by gift, purchase, exchanges lease, hire or otherwise any land, building, rights, or privileges for the Association.
t) To make from time to time or amend the rules and regulation of the Association.
u) To negotiate and enter into contracts on behalf of the Association and to vary/reassign such contracts.
v) To delegate any of the powers of the Central Governing Body to State Governing Body and/or to any office bearer.
w) To do all such acts and things as are incidental to the attainment of the above powers.
The Central GOVERNING BODY & State Governing Body SHALL MEET AT LEAST ONCE IN Quarter of the YEAR to transact the business and prepare plans and policies for the association, to arrange finance, grants from other institutions and the governing body as a whole shall be liable for its return and to appoint any staff for the Association.
STRENGH:
Governing Body shall have the following members as the Governing body deemed in accordance with the rules and regulations of the Association.
1. President : 1
2. Vice President : 2
3. General Secretary : 2
4. Joint Secretary : 4
5. Finance Secretary : 1
6. Secretary : 4
7. Legal Advisor : 1
Total : 15
8. Executive Members : All State Governing Body and District President & General Secretary and Nominated Executive Members by President
MODE OF ELECTION/TENURE OF OFFICE BEARERS:
The members of the governing body shall be elected out of the Executive Body by secret ballot. Members or Executive Members, Office bearers shall be elected for a term of 2 years. The term of office of the First National President of the Association shall be for 5 years and thereafter, his/ her term shall be for 2 years like other office bearers. On the expiry of 2 years, the new body shall be elected and the old shall cease to function and would hand over the charge to the new body without delay. In case of the death of an office bearer, his office would be fulfilled by electing another member by 3/5th majority of the governing & executive body members voting. The post of office bearers mentioned above is not hereditary. There will be no change in the above mentioned posts and there is no procedure for electing the said office bearers. If any of his office bearers wants to leave the post of Association with his consent then he/ she has to submit his/ her written resignation to the governing body of the Association and in that case the decision of the governing body will be the final.
16. POWERS OF OFFICE BEARERS:
PRESIDENT 1) The president will be authorized to operate the Bank Account and he/she will exercise administrative control.
2) He/she shall preside, conduct and regulate all meetings of the association and he/she shall have in addition to his right to voting as member, a casting vote in case of a tie.
3) The President shall be competent to expend any amount for the purpose of association in anticipation of sanction of governing body.
VICE PRESIDENT
1) In the absence of President, the vice president shall preside over the meetings and exercise all such powers.
2) He shall discharge all such functions as are delegated to him by the President.
GENERAL SECRETARY
1) He/she shall supervise the functions of all the office bearers and members of the Association.
2) He/she shall maintain peace during the functions.
3) He/she shall announce the programs and plans of the Association.
4) He/she shall welcome all VIP’s and guests.
5) He/she shall issue notices after passing of resolutions.
6) He/she shall maintain all office records in a proper way.
7) He/she shall organize a culture program for the Association.
8) He/she shall maintain liaison with all other similar societies, govt. and semi-govt. bodies in this regard.
9) He/she get all the important information regarding the program published in the newspapers.
10) He/she shall, before making the said publication, seek the approval of the president of the Association.
11) He/she shall be entitled to spend expenses of requirements with or without the permission of president or other office bearers as and when required.
JOINT SECRETARY 1) The Association shall have a Joint Secretary 2) He shall discharge all the functions of the general secretary during his absence. 3) He shall discharge all such functions as are delegated to him by the general secretary.
FINANCE SECRETARY
1) The Association finance secretary deal with financial matters of the association.
2) He/she shall maintain the accounts of the Association and prepare its balance sheets.
3) He/she shall prepare the statement of estimated expenditure of each function.
4) He/she shall operate the bank account with signatures on cheques of any two out of President, General Secretary and Finance Secretary.
SECRETARY
1) He/she shall discharge all the functions & duties as assigned to him/her by the President.
LEGAL ADVISOR
1) He/she shall handle all legal Matters/issues as assigned to him/her from time to time.
EXECUTIVE MEMBERS
1) The Association shall have executive Members who are the governing body members of his/her states.
2) The executive Members shall exercise all such powers as are delegated to them by the Central Governing Body from time to time.
17. FINANCE /INCOME/EXPENSES AUDIT OF ACCOUNTS
FINANCE:
i) The governing body shall submit its budget statements year wise for its program every year in the month of February. However a supplementary budget estimate if any can be considered as and when necessary.
ii) All receipts and expenditure will be maintained under heads under the budget provisions.
iii) The financial year of the Association would be 1st April to 31st March every year.
iv) The annual statement shall be presented by the Finance Secretary to the general body for its approval.
v) The governing body shall maintain its accounts in the names of the Association, with any scheduled bank of India. All funds shall be remitted in the bank accounts and shall be withdrawn under the joint signatures of President and any one out of General Secretary and Finance Secretary. But the President of the Association is free to withdraw it on his/her alone signatures at any time.
vi) The audited accounts together with the Auditors report will be presented before the general body.
vii) Assets of the association at the time of dissolution can be transferred to any similar Association as decided by the governing body subject to the approval of the President.
INCOME:
The ways and means of the income of Association will be from:
i) Admission, subscription and category fee of each member and
ii) Donations, special and emergency contributions.
iii) To sell consumer use things or purchase things, stationary etc. by or on demand of any purchaser, customer or member of Association etc. and use the money/income from these at social welfare or social reforms/welfare of mankind or association under the name of Association.
EXPENSES:
i) The income and property of the Association shall be applied solely towards the promotion of the aims and objectives of the Association as set forth in the Memorandum of Association and no portion thereof, shall be paid or transferred directly or indirectly in any way.
ii) No member of the body of the Association shall be appointed to any salaried office of the association.
iii) The Association of its constitution is required to apply its profit in promotion of its aims and objectives.
AUDIT OF ACCOUNTS:
i) The Accounts of the Association shall be audited by a qualified charted accountant.
BANK ACCOUNT
The bank account of the Association shall be operated by the President and any one out of Finance Secretary or General Secretary.
18. AMENDMENT IN MEMORANDUM OF ASSOCIATION AND RULES AND REGULATIONS
i) Any amendment in the memorandum of Association and the rules and regulations of the Association shall be as per provisions of the sections 12 and 12-A of the societies registrations act 1860. Whenever it appears to the governing body of the Association that it is advisable to alter, extend or abridge any of its or the other such association particular purposes or purposes or to amalgamate such association, either wholly or partially with any other Association, the governing body shall submit the proposition of the members of the association in a written or printed report and may convene a special meeting for the consideration thereof according to the regulations of the association, However no such report shall be carried into effect unless such report shall have been delivered or sent by post to every member of the association 10 days prior to the special meeting convened by the governing body for consideration thereof, nor unless such provision shall have been agreed by the votes of the 3/5th of the members delivered in person or by proxy or confirmed by the votes of 3/5th of the member presented at a second special meeting convened by the governing body at an interval of one month after the former meeting.
ii) Where a proposition for change of name has been agreed to and confirmed as above a copy of proposition so agreed to and confirmed shall be forwarded to the registrar of societies for registering the change of name. If the proposed name is identical with that by which any other existing Association has been registered or in the opinion of the registrar so nearly resembles such names as to be likely to deceive the public or the members of name, however save as provided above, the registrar shall if he is satisfied that the provisions of the societies registration Act 1860 in respect of the change of name have complied with, shall register the change of name and shall issue a certificate of registration. The registrar shall charge the fee as applicable.
19. DISSOLUTION:
The association shall be dissolved in the manner as laid down in the provisions of section 13 and 14 of SOCIETIES REGISTRATION Act 1860

i) Any number not less than 3/5th of the members of the association shall determine that it shall be dissolved and thereupon it shall be dissolved forthwith or at the time then agreed upon and all necessary steps shall be taken for the disposal and settlement of the property of the association, its claim and liabilities according to the rules of the association applicable thereto, if any, and if not, then as governing body shall find expedient provided that in the event of any dispute arising among the said governing body or the members of the association the adjustment of its affairs shall be referred to the principal court of original civil jurisdiction of the district in which the office of the association is situated. The association however be dissolved only when 3/5th of its members expressed a wish for such dissolution by their votes delivered in person or by proxy at a general meeting convened for the purpose. In case any government happens to become a member or a contributor to or becomes otherwise interested in the association, the association shall be dissolved only with the consent of such govt.
ii) If upon dissolution they remains after the satisfaction of all its debts and liabilities, any property, what so ever the same shall not be paid to or distributed among the members of the association or any of them, but shall be given to some other association, to be determined by the votes of not less than 3/5th of the members present personally or by proxy at the time of dissolution, or in default thereof by such court as aforesaid.
20. MAINTENANCE OF REGISTERES:
The General Secretary of the Association shall maintain the following registers for keeping upto date information of the respective areas of the working of the association.
i) Register carrying the names and addresses of all the members of the association.
ii) Minutes book for keeping records of all the members of association.
iii) An account book that is cashbook and ledger shall be maintained by the cashier of the association.
iv) Stock register shall be maintained by the general secretary of the association to maintain a record of the entire inventory or items of the assets of the association.
APPLICATION OF THE ACT.:-
The Association shall be governed by the provisions of the Society’s registration act 1860.
Legal Proceedings:-
The Association may sue and or be sued in the name of the President/ General Secretary or any other authorized person by the governing body for the purpose as per provisions laid down under section 6 of the societies registration act 1860.
